Overall assessment

Estonia’s total allocation from the RRF (EUR 953 million incl. the REPowerEU chapter) – is channelled towards six priority areas: (1) healthcare and social protection (EUR 82 million), (2) green and digital transformation of businesses (EUR 371 million), (3) e-governance (EUR 121 million), (4) energy and energy efficiency (EUR 198 million), (5) transportation (EUR 91 million) and REPowerEU. The required climate earmarking is met, but there is no single investment in biodiversity restoration nor energy decentralisation and democratisation.

While some measures included under these areas will likely have no significant effect on climate goals, most will have either a positive or likely but uncertain impact on climate goals. Although energy communities are defined in Estonia in two acts (Electricity Market Act and Energy Sector Organisation Act), they are not mentioned nor defined in the country's Recovery and Resilience Plan.
