Overall assesment

Estonia’s total allocation from the Recovery and Resilience Fund – up to to 1.1 billion euros – will be channelled towards five areas: healthcare and social protection (EUR 446 million), business (EUR 337 million), e-governance (EUR 135 million), energy and energy efficiency (EUR 92 million) and transportation (EUR 96 million). While some measures included under these areas will likely have no significant effect on climate goals, most will have either a positive or likely but uncertain impact on climate goals. Although energy communities are defined in Estonia in two acts (Electricity Market Act and Energy Sector Organisation Act), they are not mentioned nor defined in the country's Recovery and Resilience Plan.
