Consultation Response: Draft State aid Framework supporting the Clean Industrial Deal (CISAF)
The recent revisions to the State Aid framework, including the Guidelines on State aid for Climate, Environmental Protection and Energy (CEEAG), and the General Block Exemption Regulation (GBER), supplemented by the Temporary Crisis Framework (TCF), put in place new rules promoting national support to Renewable Energy Communities (RECs).
Even with the provisions on RECs, the framework is still hard to navigate and could be clarified and improved. However, any future revisions aimed to further simplify State aid procedures for social economy actors, such as energy communities, need to prevent corporate capture. Otherwise, they will work against energy community initiatives rather than help them, specifically by perpetuating imbalances in competition that energy communities already face. With the current consultation response, REScoop.eu aims to highlight how some of the provisions in the draft CISAF, namely those that pertain to investment and direct (operational) aid, may impact (negatively or positively) investments by energy communities in renewable energy production.
