Brussels, 19 June 2025 – Today, the European Parliament overwhelmingly supported the adoption of a Resolution on Electricity Grids calling for citizen empowerment and the implementation of the EU Grid Action Plan. REScoop.eu, the European federation of energy communities, welcomes MEPs’ call for the full implementation of the legislation on energy communities, and the need to address disproportionate barriers to grid access and grid funding faced by energy communities due to regulatory hurdles and resource constraints. Grid access has been identified as a significant barrier to the development of energy communities across the EU.

REScoop.eu also welcomes Parliament’s request for linking grid access to the development of enabling frameworks for renewable energy communities. In particular, the resolution calls on EU and national level funding to take into account the specific needs of community renewable energy projects, and for the European Commission to include energy communities in their ‘tripartite contract for affordable energy for Europe’s industry’.

The resolution represents a cross-party endorsement of a democratic and fair energy transition, underlining the crucial role that citizens and their energy communities play in achieving access to affordable renewables, and in supporting our local economies. 

More broadly, it also proposes a better integration of renewable energy sources into national grids, increased investments to modernise our grids, and simplification of permit procedures. These factors will be key to achieve our cross-border transmissions capacity objectives, thus reinforcing our electricity systems. 

Josh Roberts, Senior Policy Advisor at REScoop.eu, said: “Through this report, the European Parliament is telling Member States to remove the barriers that citizens and their energy communities face every day so they can actively participate in, and benefit from, Europe’s clean energy transition.” Continuing, he said “fair access to the grid is a prerequisite for communities to supply themselves with their own locally owned, affordable renewable energy.”

As next steps, the European Commission will propose a European Grids Package at the end of the year. REScoop.eu asks the Commission and Member States to heed Parliament’s call, and include concrete measures at EU and national level to ease access to grids for energy communities.
