The European Commission adopted on 14 October 2020 the strategic Communication “Renovation Wave for Europe - greening our buildings, creating jobs, improving lives”, which contains an action plan with specific regulatory, financing and enabling measures for the years to come and pursues the aim to at least double the annual energy renovation rate of buildings by 2030 and to foster deep renovations.

The Renovation Wave communication also announces a revision of the Energy Performance of Buildings Directive 2010/31/EU (EPBD), which is the cornerstone of European legislation in the area of energy performance of buildings. The objective of the revision is to boost renovation rates and to contribute to the achievement of the EU’s climate and energy objectives.

The European Commission opened a public consultation between 30 March and 22 June 2021 to seek views from different stakeholders and citizens on the improvements to be made to the Energy Performance of Buildings Directive.
