Currently, EU legislation does not mention community participation in the energy sector. Even so, community energy has existed for decades, and there is increasing interest of citizens to become involved. The ‘Clean Energy for All Europeans’ Package represents a unique opportunity to change this. For the very firstime, the Commission’s legislative proposals contain for provisions for renewable energy communities and self-consumers, which can provide a basis for encouraging their participation in the EU’s internal energy market. However, these provisions must be strengthened if citizens are going to continue to have an active role in the EU’s march towards a 100% renewables future. Here are our proposals.
