On 16 of July 2025, the European Commission published its proposal for the next Multiannual Financial Framework (MFF), running from 2028-2034, kicking off two years of intense negotiations with Member States and the European Parliament. The present MFF Mobilisation Toolkit aims to:

  • help EU and national campaigners understand the MFF process;
  • map the files that are important to advocate for at the national level and at EU level;
  • provide concrete advice, contacts and intel, on how to advocate for change.

It is crucial for campaigners to influence both national spending plans as well as the legislative process of respective MFF files, given the role of the European Council (and by extension national governments) throughout the negotiation process. As such, this toolkit aims to equip campaigners with tools to influence both the positions of respective governments on key legislative files, and the content of national spending
plans.

The Toolkit builds on the dossier “An MFF fit for purpose” prepared by the Heinrich- Böll-Stiftung EU | Global Dialogue. It is structured around national-level and EU-level mobilisations, unpacking the major files that are mostly relevant at each level.
