The following briefing has been coordinated by REScoop.eu and Climate Strategy & Partners with contributions from a wide coalition of more than 20 civil society organisations from across the European Union. Its goal is to provide support to the Commission and Member States on how to effectively design and implement the National and Regional Partnership Plans (NRPPs). The briefing provides recommendations on horizontal and country-specific guidance and reforms to drive investments for a competitive, clean and resilient European economy, while ensuring a just transition.

The briefing proposes a list of horizontal principles to ensure that NRPPs can:

  • Drive efficient and impactful public spending
  • Ensure alignment with strategic documents, such as National Building Renovation Plans, National Energy and Climate Plans, and Nature Restoration Plans
  • Uphold the Partnership Principle
  • Promote a whole-of-economy fossil fuel phase out
  • Simplify access for beneficiaries, including SMEs and households 

The above reforms are implementable, actionable, and some of them are directly linked to the country-specific recommendations of the European Semester.
