REScoop.eu is currently looking for a Head of Policy to join its team in Brussels. 

About REScoop.eu

REScoop.eu is the European federation of energy communities and represents over 2,500 energy communities and 2 million citizens across Europe.

REScoop.eu follows up on relevant policy issues, represents the voice of energy communities towards European policy and decision makers and promotes the cooperative energy business model. We support the start-up of new grassroots initiatives and provide services to our members. 

Your role

As Head of Policy, you will lead REScoop.eu's policy work and guide our advocacy at the European level. You will coordinate the policy team, develop policy positions in close collaboration with our members, and represent our movement to European institutions and relevant stakeholders.

You will ensure that the voice of local energy communities is heard loud and clear in European energy policy.

You will report to the two coordinators of REScoop.eu.

What will you be doing?

  • You will develop, coordinate and implement a strategic policy agenda for REScoop.eu.
  • You will be representing policy issues to the Board of Directors.
  • You will lead the policy team and coordinate the Advocacy Working Group with REScoop.eu members.
  • In close collaboration with the Head of Development, you will identify and secure funding to support the policy/advocacy work of REScoop.eu
  • You will be coordinating and contributing to support for members and network partners at the national level on policy issues.
  • You will guide members in formulating common positions through participatory and creative methods.
  • You will closely follow European policy developments on energy communities and translate these into clear positions.
  • You will be writing and overseeing high-quality position papers, consultation responses, and policy briefs.
  • You make recommendations to the European Commission and other EU institutions.
  • You build strong relationships with policymakers, NGOs, and other partners and represent REScoop.eu in coalitions.
  • You contribute to European projects (including coordination efforts), ensuring that policy goals are met and results are effectively communicated.
  • You represent REScoop.eu at conferences, panel discussions, and consultations.
  • You contribute to the drafting and implementation of EU project proposals.

What do you bring to the table?

Experience and knowledge

  • In-depth knowledge of the functioning of EU institutions.
  • Experience in advocacy and policy development at European level
  • At least 7 years of experience in energy policy
  • Understanding of the energy transition and the role of energy communities or citizen energy initiatives
  • Experience managing and/or coordinating between teams and across organizations
  • Experience with member organizations or participatory processes is a strong asset.
  • Experience in writing high-level policy documents.
  • A master's or law degree.

  • Very good knowledge of English (working language).
  • Knowledge of other European languages is a plus.
