Greece's National Recovery and Resilience Plan originally earmarked 100 million euros for energy poor households through the "Apollon" programme, aiming for 400-500MW of battery-backed renewables.
The produced electricity would be shared with municipalities and vulnerable households at low cost prices.
The Apollon programme was critiqued by Greek civil society due to its subsidisation of privately-owned solar and wind parks, as opposed to a bottom-up approach where renewable projects would be created by local municipalities and individual citizens.
However, in September of 2025 the planned investment was delisted from the Recovery Plan of Greece, due to delays in implementation. This effectively means that there will now be no planned investments for energy communities in the Greek Plan.
