Overall assessment

Estonia’s REPowerEU chapter represents a missed opportunity to support community energy. It does not consist of any measures or investments that would directly benefit the development of energy communities.

It will support wind energy deployment as well as reconstruction of individual houses, grid investments and biogas to reach the new 100 per cent renewable electricity target by 2030. Among the stakeholders that were consulted during the negotiations with the European Commission were ministries (Ministries of Finance, Environment, Economic Affairs and Communication, Rural Affairs); industry and renewable energy associations; energy, heating and transport companies; and some universities. No green CSOs were consulted while new investments were added during the negotiation process.
