Overall assessment

There are no investments or reforms to support energy communities foreseen in the REPowerEU chapter of Finland's modified Recovery and Resilience Plan. The following two components could indirectly support community energy actors:

  • "Reform 1 (P5C1R1): Green transition permitting", as it will reduce processing times of environmental permitting procedures for renewable energy investments. This one-stop-shop model will lead to the centralisation of permitting processes under a new single national authority.
  • "Investment 2 (P5C1I2): R&D for the green transition" will also contribute to the creation of a roadmap for the promotion of renewable energy in the Finnish energy system, which will include consultations with the public, around the topic of public acceptance of renewables.

No support for fossil fuels is foreseen in the modified Plan.
