Overall assessment

The Portuguese authorities have still not presented a public draft for the Social Climate Plan. There has been a severe lack of transparency and overall public participation in the preparation of the Plan. 

Civil society has sent various proposals to the Government for potential measures and investments that could be included in the Plan, but there has been no official response.
