Overall assessment
The submitted version of the Romanian chapter consists of one reform
creating the legal framework for the use of
unproductive/degraded state-owned land for green energy
production and six investment proposals which focus on
increasing the efficiency and the levels of digitalisation and
modernisation of the national electricity network. Support for
energy communities and prosumers was taken out of the
chapter and the current version does not mention any direct
investments or reforms for community energy projects. Public
consultations were limited for the first draft of the chapter. For
two other drafts, there were no consultations at all.
